I did the thing with the hammer after tightening the military type puller down by hand...nada just like you experienced.
What finally worked for me was I tightened the puller down some by hand to make sure it was straight on the nut/shaft, then I took the impact wrench to the puller bolt. That finally did it!
Be sure you have the steering nut on just a tiny amount above the shaft when you put the pressure on to distribute the compression and not bung up the shaft top.
