I found great directions on the Stovebolt website or Google search for electrolytic rust removal.

This technique has worked very well for removing rust and paint (or most of the paint) from complicated sheet metal pieces like front fender splash shields and running boards. It reduces or eliminates sanding and/or sand blasting. I wash down the stripped part with soap and water, then treat with phosphoric (sp) acid to kill the rust. Then finish the restoration as required. Best of all, it can work when you are doing something else.
