Here is what Ray says to do in him manual.
First center punch the heads of all the rivets. Then drill a 1/4" dia. hole 3/4" deep, being careful to keep it centered. Follow up with a 1/2" bit, then shear the heads off with a 5 lb. hammer and cold chisel. Next use a 7/16" drift to knock them out of the holes. Be very careful when using one of these large drills they can very easily break your wrist if the drill bit catches!
This is what I did after I did the other five Rays way.
It is hard to get dead center on the rivets (maybe my eye site is going or something) .
I took a grinder to the rivets on the out side careful not to hit the spindle and went almost all the way down to the plate and then took a center punch and punched the center then drilled my holes the other five came out much quicker then knocking the rivet heads off.
I used a wheel stud the same size of the rivet just to get it started so I could hit it harder and not mushroom the rivet once it starts to move it’s not bad after that.
Oh one more thing you have to whack the hell out of it to come out.
