You would have to live in Delaware or near it like me in Maryland, to fathom it.
I am not an expert on it, but from what I understand, Delaware is a unique? state as far as license tags go in that:
One, it is a small state with portionally not a large number of cars or people. The big wigs all know each other.
Two, the movers and shakers in the state...state and federal politicians, wealthy individuals and industrialists (like the DuPonts?) have for years been able to keep/specify low number tags. In Delaware having a low number tag is like having a big sign that says "I am important".
These tags ara transferable and can be "sold" to the next guy, kind of like selling your right to buy season tickets to an NFL team. The new person is responsible for annual fees like registration, etc., once he pays you for the tags.
To me it is silly, wasting money on the "ultimate" vanity plate. But to each his own.
