I think that before I tear the valves apart any more than I already have, I'll put it back together enough to test and see for sure whether it's the valve or the vane cylinder that's leaking. If the valve's leaking, it should move the boom on level ground even if I push hard by hand to hold it from moving. If the cylinder's leaking, I should be able to push it around in either direction by hand. I agree that vane cylinder setup is a bad design and they should have just stuck with a pair or regular cylinders. I got the parts drawing for the valves from the JD dealer and I don't see any O-ring inside of it that would cause the spool to leak.

If the valve's bad, I suspect the spool is worn out and they aren't available any more. I may just have to live with it, chain the boom up when I'm moving, and use my third hand to crack the swing valve slightly while digging. I wish I'd never bought this pig. I already put $2K into a partial field overhaul of the engine.

PW content: I got the backhoe along with a D4 cat, a saw mill, a couple trailers, a 65 dodge pickup and 5 acres in Montana all in one deal and at the end of the negotiations the guy said "and you can have my 3/4 ton dodge military truck too." That was my introduction to M37s, PWs, and military trucks in general.
