Number one cause for what you describe are loose steering knukle flange bearings (top/bottom) These bearings are shimmed and require 25-28 feet pounds or torque to prevent the front shimmy. When it starts at 35mph it probably does not stop until you have slowed to about 5mph. This is not a tire balance issue.

Drop the tie rod, take the knuckle seal off and using a torque wrench on one of the bearing cap bolts, check the feet pounds. you probably have not more than 5 pounds. Had the same problem with my PW.
