my UNtested idea would be to let the air out, then drive on the flats 30'see if that does it.
if not then keeping air out loosen rim nuts and repeat driving on flats 30'

if that didn't work i would add soapy water around the tire and rim on both sides and repeat till they give, maybe jabbing on the brakes. never inflate a tire with loose rim nuts!
i wouldn't add air to a rim with loose rim bolts, even with a tire and rim in a cage seems too risky and dangerous.
