1975 PW 440 ci

I have a 1975 power wagon with 15,000 origianl miles. It was in the fire service near Denver Colorado. It consistantly cuts out going up hills when it begins to work to hard. I suspect a vacuum probelm and want to change the intake and carburator. Can anyone give me any info on the best way to go with this, and is fuel injection an option?
