I've used (or seen used) both combinations. I think the POR-15/chassis Coat Black will be more chip and scratch resistant.

To make the PPG stuff just as chip resistant you can add PPG RoadGuard between the PPG primer and topcoat steps. Then you have the chip resistantance somewhat equivalent to POR-15 with corrosion resistance of PPG epoxy primer.

Roadguard is used on front bumpers and grilles of trucks destined for mild off road use, comes in very handy for late model truck plastic grilles that POR-15 or powder coating won't stick to.
