To second what Paul says, I have a business and know a lot of people, including several local sheriff's deputies.
I had trouble once with a deadbeat being hard to track down, as well as seeing a car leaving my property and mysterious trash being there. My friend the deputy got me a lot of info that was helpful even though he was bending the rules...I would never have been able to get that info on my own.
