I have historical plates in Calif. Have never been pulled over in 6 years since I bought. It costs $40 per year. I figure if I get pulled over I'll just say I'm doing a maintence check. For example "I just put a new fuel pump on" or "Just put new brake shoes on and I'm trying them out." I doubt you would get a ticket. Use your imagination. Put a new case of oil in the back and say you just went to the store for the oil.
