My 51 FF had 2 filters as you described. I removed the one near the carb as the fuel pump filter seemed to catch everything and the filter near the carb was always had a spotless bowl. I will say that the fuel pump filter did not have a filter element when I got the truck. I figure that the previous owner could not find the correct element so they stuck a whole new unit in.
