Check for the proper number of teeth on the Bendix gear.
I have had trouble in the past with rebuilders using the wrong gear .
For example: A Wisconsin W1770 is available with 3 different starter ring gear combinations. 9, 10 and 11 tooth , if you put a ten tooth starter where a 9 or 11 tooth should be it will bind and cause the nose cone failure you described. Each ring gear is pitched differently to accomodate a given number of teeth.
If someone put your starter together with the wrong Bendix , that could be the root of your problem.
Also if your ring gear is picking up debri between the teeth that could cause binding as well.
