In this diagram, the crank keyway is pointing to the right, at the number one cylinder. This is the proper mechanical alignment for TDC at number one. Both intake and exhaust valves will be closed and the rotor will be pointing to the number one cylinder wire. Your vacuum sounds strong and correct at idle, is the carb jetted correctly? The fuel/air mixture may be a tad off and need re-jetting, an improper fuel condition or adjustment could effect the problem that you are having. Too much advance or a crossed plug wire may cause the problem that you describe, is the distributor vacuum advance working correctly? Is the rotor cracked and/or slipping under load?
If the cam is wrong it wouldn't run at idle, so I assume that you have the correct cam, did they mill the head when they bored the block? The Poly has 'squelch pads' in the heads that just barely clear the pistons and valves, if they milled too much you may even have slight valve to piston contact as these are flat top pistons. Just reaching for straws here. Start with a baseline and make only ONE adjustment at a time, if there is no effect then put that adjustment back to baseline and move to another potential cause. It's a process of elimination, frustrating but solvible.
