Doesn't that carb have different ports, for manifold or for 'timed' advance? There is usually a higher port that won't have vacuum at idle, but will as the throttle opens. Usually visibly higher on the carb body. Otherwise, try running with the vac disconnected, set at 10 degree adv. it won't run as well but should be better while you check it out/ break it in.

Dampers do spin. the keyway may be visible and probably should be up while pointer aims at TDC. Maybe you can compare your old timing gear's marks- mark lines up with key way?
