Poly 318 HELP!!!!

Jill and I got her Poly 318 installed in the PPE last weekend and we just can't get it to run right.

Here are the motor specs.

318 bored 60 over
crank - standard
camshaft- Napa 318(says non LA right in the book) for a Dodge Truck
new lifter, measure same height as stock
stock timing chain, installed per manual
Weiand 4bbl intake manifold
Edelbrock 600 cfm 4bbl carb
Stock points distributor

The heads have all new valves and guides. The engine did great on the compression test.

PROBLEM!!! When we time the motor to 10 degrees BTDC and hook up the VAC advance on the distributor to the correct port we get horrible spark knock right off of idle. If you disconnect the VAC advance it doesn't knock. The mechanical advance is working within the specs in the manual but we have a lack of power when trying to drive under any sort of load. I have tried to time the motor using MoparNorm's vac gauge method and my static timing is around 22 degrees BTDC at idle pulling 22 inches of vac. Does this seem like an excessive amount of advance? It is hard to tell if the motor is pinging due to the dual glasspack mufflers being rather loud. (thanks for the white trash exhaust Judd! Ha Ha!) Is there a tried and true method for finding TDC on number 1 to see if my timing marks are way off? This motor is making me feel like a real idiot. I'm sure there is a simple solution to the problem, I'm just having trouble finding it.

Any suggestions?
