Did you bump the starter? Sounds like you just turned on the key. If so the pump only runs for a couple of seconds. If you bump the starter it should run for about 25-30 seconds or so. I have never had any trouble with our '01 when changing filters by bumping the starter and opening the water drain on the filter until it runs solid fuel. Started right up. No bumps,jumps or burbles=) That is from an empty filter canister. I think the filters on the '98's are different so this may not apply.
