Even though they are new, they still need to be arced to fit the drums. I don't know your area but if you look in yellow pages under Friction services and/or brake relining you will find someone who can arc the shoes. On 4 wheel drum systems this was standard practise back in the old days. And these brake systems are a fixed shoe design which makes it an even more important step in servicing your brakes.
Take the shoes and drums off and have them arc each pair of shoes to each specific drum. It will stop like power brakes if you do this and adjust them correctly. that is assuming VPW is not using a lining that is too hard. I have never bought any of theirs. I use a lining called Abex, it is excellent.
