Un-Sticking a valve...

I ran a compression check on my WC-51 tonight. The truck hasn't been run in years, and while it turns over fine, it still doesn't run. (I have tune up parts on order.) Up shot is my check was on a cold motor.

The values were low, (70's) but consistant on all but one cylinder. #5 read 0. I added some oil to it and still nothing.

Any tips for un-sticking a valve?

The motor built oil pressure as I cranked it, but to really check oil pressure I need to get it running right?

I'm trying to decide how much rebuild I need to budget for.
