Rule of thumb is 40% rear, 60% front when placing the axles (tandem) center line. I built a dual axle trailer and it pulled perfectly with this ratio. Keep that same ratio in mind when loading the trailer. Keep in mind your max tongue rating also. Too light in front will cause whiplash when towing. If your trailer is rated at 10,000lbs with a 500 lb tongue (hitch) rating,...and then you load 4000 lbs to the rear and 6000 lbs to the front for a 60/40 ratio, you have just overloaded your hitch by 1500 lbs, so pay attention to the hitch ratings and load ratio everytime you load up.
