I hear you, but I don't agree that you should feel the need to humor this man just because he's you're neighbor. I'd tell him point blank the truck is not for sale. If he was an otherwise decent guy, I'd maybe give him a line or two on where he can look(papers, publications, websites, etc) where he might be able to obtain his own.
