'42 and '54 Dodge help

I was recently able to acquire a couple of O.T. vehicles and have some questions. The '42 Dodge is a Deluxe coupe for which I have the original invoice and owner's manual, but the original ID plate is gone. Ky. requires out of state vehicles to be inspected by the sheriff, and the sheriff requires the ID plate attached. I have received a new plate from the Dept. of Transportation with the original ID number. The manual says the plate should be on the right front hinge post. I have not found any indication on the car as to where the plate was located. Does anyone know the correct location before I drill some holes?

The other vehicle is a '54 Dodge H model 2x4 with the small (241) hemi. The truck was last licensed in 1975, and probably not moved out of the shed or started for 30 years. The truck is very original, with the green tag on the radiator, etc. The engine oil was at the proper level, and did not look too bad. My question is, what kind of oil (multi-grade, detergent, single grade non-detergent) should be put back into the hemi before start up? When I removed the oil pan drain plug, a glob of sludge had to be removed before the oil would drain.
