If you have a ballast resistor, it gets bypased when cranking. Usually bypassed by the solenoid, Ford's is on the fender well, GM is on the starter, Chrysler is on the 'toe board' by the starter. Later (1975?)Chryslers with electronic ignition use a double ballast, one for running, a lower resistance side for starting. Even later they have all done away with resistors as separate components and finally do it all within the ign module.....since you asked.
