If you wet sand in the rain when it's cold and then dry your parts, they don't rust (slow chemical react in cold weather) - keep them dry afterwards. I know, it sounds crazy. You can also use phosphoric acid (metal etch) to clean and then let it dry on the parts until your ready to paint. That will keep them from rusting.
