Just like a dart that has the heavy end forward and the drag rearward, trailers have to be inherently stable. Some trailers are built with adjustable 'sliders' on the suspension, allowing you to move the axle back. Tongue weight is usually 10% of total trailer weight, some body may have built yours with little tongue weight in a mis- directed attempt to make it easier to handle. Maybe a barrel of water could help? Drain it when you put the load on?
