Your post suggested you could'nt get the tire to "break-away" from the rim.
So your probably fighting the tire also.
Of course I kinda mis-read your posting because you have the bolt type (combat) ring.
Usually a lock ring can be pried off with no problem once the tire is down away from it. This "tongue" will accomplish that and then the tire should fall off the rim.
I would ask an expert if the rims/locking ring is till usable.
After the tire is off, de-rust/paint your rims.
Remember, always use a safety cage to re-inflate.
