It looks like lack of oil pressure, but i have seen those conditions occur from excessive oil presure as well. When too high the oil can actually cut grooves in the bearing surfaces. I would take the block to another shop and have the line bore checked. Have the crank balanced and checked for bends. Then YOU assemble it by the book. Good luck
