Electricity is funny stuff. I have always heard that about vehicles. I saw a presentation at a museum in Boston a while back. They had the biggest Van De Graaf generator in existance and it was throwing huge lightning bolts around. The guy giving the presentation got into a steel cage in the shape of a ball and got it moved into the range of the lightning. Those lightning bolts just arced all over the ball. The funny thing was he was able to touch the inside of the cage and not get shocked, even though it was a steel cage. He said the electricity all stays on the outside and not the inside. It didnt make any sense to me but I did see it. He said it was the same reason you wont get shocked in your car. The tires have nothing to do with it. Besides, your tires would most likely be wet, therefore conduct the power to the ground.
