Will this PTO be able to be repaired?

Sent a pto to a guy along with some frame extensions, etc. Decided to bolt the pto to the fairlead and angle bracket. Had it boxed with 2x4's and plywood. Well they dropped it and snapped the ears off of the pto. Can they be welded. Look at the picture and tell me what you think.
