8-19.5 & 8R19.5 are high load capacity
tires mostly used on motor homes
12pr (load range F) have a higher chamber strength than E tires so they can hold a higher air pressure to take the load (air pressure carries all the load)
the narrow tire has lower rolling resistance so the use of on motor homes would give a little more fuel economy than wider tires.
the Radial tires in this (an all sizes) have a useable life of about 6 years from date of mfgr and tend to come apart after that time frame no matter how low the mileage

and as marty noted the center hole on the GM
wheels are smaller than Ford or Mopar and need to be modified
