Here is my theory of what the case is. It would appear that there is a diaphram on top of the fuel filter assembly. The purpose of this diaphram might be to smooth out the pulsations in the fuel supply from the fuel pump. The "weep" hole is there to alert you that the diaphram has failed and needs to be replaced. Like I said, "This is my theory". I would be very curious as to the manufacturer of the filter assembly and if there is a part number stamped on it or a part number tag attached to the pump. At any rate it would appear that it is necessary to disassemble the filter assemby and determine why fuel is leaking out. Please take some pictures and share your findings with us as this is an unusual filter assembly to be found on a Power-Wagon. I suspect this is not a filter that originally came with the truck.
