Reading Tom from Oregons post below gives me the oppurtunity to pass along the latest in "revenue gathering" in our state.
The latest topic at Antique Truck Club meetings is that as a way to increase state coffers is to get "commercial plated" vehicles for unsecured loads.
(In New York, all pick-ups, with out a "passenger" back seat is licensed as "commercial").
They are now looking for the proper amount of chain(s) (binders) per the equipment your hauling.
Four for tractors, five for backhoes w/the shovel chained down, and if the equipmnt articulates, it must be pinned in the middle.
Landscapers Power Equipment is not "exempt" from these new rules.
Also the load carrying ability of your tires is looked at too. Ie you cant use those temporary spare tires to haul a 10,000 tractor.
Keep this in mind when you enter New York State !!
