air tank testing

Is it almost as cost effective to buy a
complete compressor outfit at Home Depot
as to purchase just a new 60 gallon tank?

How do you safety pressure test a used
tank ? I have heard that some fill the
tank with water during testing. Why
water ? I have a tank that been sitting
outside for years.

I have a 5hp industrial compressor and
need a good used tank. I don't think
painting requires very high pressure.
