Well they don't care if your tank is rusted only if it leaks. You seem to have enought baffles in it to be OK. The top speed might be a concern that is pretty slow being empty! They do want it all up to now days lights and no leaks is a big thing they look for just one drip falling off it and you fail inspection. That is a big no-no with the USFS. I clean mine right befor takeing it in just to be safe. Mark H.
