Sorry the picture could not be real clear but the carb is on my truck and I had very little room to take it in. If you look at the lever you will see a flat section on the shaft in the center of it. The posision it is in now is after modification. The original seting would line that flat spot counter clockwise about 1/4 inch lining it up with the flat area on the lever. That is where the little set screw is located but you can't see it in the picture. The shaft is all you have to turn to do this but it can't be turned till you drill out the indexing cut(flat spot) in the diecast lever then you can rotate the shaft clockwise to be where it is now in the picture. Real simple to do it puts the cam on the other side of the plate on the other side of the butterfly lever on the inside of the govenor. Then the cam pushes the lever instead of the spring and chain pulling it which is over riden by the govenor when it see fit to lower the RPMs. Mark H.
