I'm pretty sure that's it. Looking at the pic, the filter shouldn't drain at all unless the pressure allows the plunger to open the passage. So, even with no filter at all, you should still have good pressure at idle since the oil can't flow out of the filter. And isn't there a little hole within the groove that allows flow out from behind the plunger? if in backwards, the oil can flow out of the hole too, lowering pressure even more...

Are there 'wrong' plungers, with no groove?

Re: oil line routing, the 'to' line is in the rear, the return line is the one near the relief valve.

I seem to remember Andre Meek telling me something about relief valves on these motors, in 1976....
