The hand brake only works when your pushing on it so you need to leave the dog engaged when the winch is not in use otherwise the spool will freewheel. So you don't accidentally engage the pto, on the hump where the pto lever comes into the truck is supposed to be a hinged u shaped lever lock. It swings down and locks the lever so it can't be accidentally locked.
