The lion hunting ban was an initiative approved by the direct vote of California's citizens. The fish and game biologists knew it was the wrong thing to do at the time, but the bleeding heart animal rightists pushed it through, and now it can't be changed except by another vote by the people. This is why a republic works better- a small group of representatives can be educated (we hope) to decide what is the greater good for the greater many.

Animal rights have no place in our country, due to the separation of church and state: The concept of a god is taken on faith, and even the concept of non-god is a religious concept worthy of constitutional protection. So animal rights is also an article of faith (most religions have an opinion) and the non-belief in animal rights should be constitutionally protected. Therefore, "The States shall make no laws regarding animal rights, or other religions, or the lack there of". My religous believes require me to hunt, PETA can go burn candles in their closet.
