In very cold weather, I've had the same thing happen to my CTD Dodge. While the steering fluid is still cold, just add fluid and turn the wheel all the way from left to right and back again to purge out any air pockets, then you should be good for a while again. This seems to be something that happens to the steering system on the older CTD Dodges, where they get air locked and need to be bled like you would brakes. I've never had to replace my steering box or pump.
