If it was coated undeneath it's going to be a mess under there. Yes it's an old timers trick to bring out lusterlus paint among other things. As Tom mentioned it's wonderul stuff for wood products, mixed with paint it soaks right into the wood giving a lasting paint job,
However it is very sticky and messy to work with, I personally would not use it as an undercoating but have used it a few times to wipe down an old truck.
