I did my own test with Rust O Leum, Rust Reformer about 2 years ago. Test was on a PW Frame. I power wire brushed the loose rust off and applied the rust reformer as directed, 2 coats. It really looked great, and stood up to our harsh winter fine. In the spring, I tapped on it with a hammer and it chipped off easily and now exposed was rusted steel. It had just converted the very top surface. Not a scientific test, but It may help you decide.
