I can't comment on powdercoating, but my truck's frame and springs in the rear had been painted with POR by the previous owner (on non blasted metal) like POR recommends in their literature.
I found a few small areas of rust-through on the frame (through the POR) after only 2 years.
I decided to paint with epoxy primer and urethane after sandblasting it down to bare metal.
When I blasted the POR, it is true that it is very hard and I can see where it would be resistant to chips. However, it came off in places in "sheets", where there seemed to be weak adhesion to the metal. I believe that that this could be a problem in using it on rusty metal, which of course is the whole premise to it compared to blasting and epoxy, etc.
