I used a wire wheel on some of the flakey parts of the frame and a hand held wire brush on the cleaner areas and the leaf springs. Do not buff it clean! The paint really is designed to paint over the rust.
Another bit of advise take your fuel and brake lines off first! Expecially if you are going to be replacing them.
The lines that I thought looked acceptable I left on. I was going to replace some lines so I took them off ahead of time. Then I changed my mind and thought it best to just put on all new lines. The lines I painted over I had to pry, bend, and break off the frame where the two were painted together.
