If you have an electromechanical voltage regulator, and the ammeter needle fluctuates rapidly when charging lightly, this is normal due to the normal vibration of the regulator points. Usually it will smooth out if you rev up the engine so it will charge more and the regulator points will stay closed, or you drop the RPMs so it isn't charging at all. Other than that, it could be lots of things -- some problem in the regulator, worn-out alternator brushes, or a loose connection anywhere.
