I read your post last night a few times before replying. Each time I never caught the fact your not using a Power Steering Pump, but rather a Plow Pump. The steering box is designed for pressures generated by a normal PS Pump. You may be a lot higher in pressure with that Plow pump. If this is the case, a Priority Flow diverter will help. A priority flow diverter has one input and 2 outputs adjustable. I had to put one on my Back Hoe when I mounted it on the Bombardier. My hydraulic system ran the machine fine, but made the Back Hoe operate to fast, little control. The flow diverter allowed me to reduce (bypass) the extra flow and calm down the hoe. You may be seeing this problem in increased flow/pressure thus popping the seal in the saginaw box.
