frozen nuts on fording shroud...help!

I recently purchased a fording kit for my M-37B1. Everything was in excellent shape save for the air cleaner shroud; looks like that box got wet about 25 years ago, and as a result there is some surface rust in spots and on the inside. No big deal. However this rust has also attached the three wing nuts that hold the shroud lid on quite securely to the studs. These seem to be rather fragile, so I'm reluctant to apply too much force in trying to break them free. I have been spraying them with WD40 and trying to get them to loosen up, but after about 10 hours of this treatment, I'm no further ahead than when I started. Any better method for breaking them free, and how easily can these studs be replaced (are replacements available?) when I do break one? Or should I send it back, and see about getting a different shroud? Any help would be greatly appreciated.
