You will need to lift up and turn it at the same time. It has a spiral cut on it like a differential ring gear. You'll also have to possibly reset the distributor position unless you happen to get it right on. There are only two ways to get a distributor in a block. However, if the gear is off, the distributor will be off too.
Why did he forget to put the gear in in the first place? Was this his first engine rebuild?
