The first thing I would do is see if it runs. If the engine will start up and run for a bit, buy it. Don't expect too much though. It may need brake work to be dependable. If the motor is still locked up, consider it anyway. Maybe the seller will take less. Although, if it's got a good body, he probably won't.
I sold a car last year that the buyers wife always wanted one and showed him the ad. He said it was a first as she's usually griping about his cars.
