If you run the 12 V accessories off the "lower" battery you will have no end of battery problems. The "12V" one will get undercharged and the "24" ("upper") one will get overcharged. They'd done this on the brush truck I got from the county last year and they told me it had some kind of wierd electrical trouble and kept running the batteries down. The only trouble was they ran the radio and emergency lights off of the tap between the two batteries. There are battery equalizers you can get (not cheap) that will force the batteries to share the work and share the charging. Otherwise the easiest advice is stick with 24V.
