They are for mounting the overflow tank. Their location also moved about the time Dodge stopped using the generic MoPar Deluxe Model 36 heater in the POWER-WAGONS and started using the truck model 61 heater. this would be about 1951-52. The earlier nuts placed the tank lower and closer to the fender. Later placement was a few inches higher and a few inches closer to the engine in order to work with the new heater.
